The Division of Industrial Relations has adopted an emphasis program to ensure that employees in high- hazard industries or workplaces are protected from contracting SARS-CoV-2, the cause of Coronavirus Disease 2019 (COVID-19).
On January 21, 2021, President Biden issued a Presidential Executive Order on Protecting Worker Health and Safety, which directed the United States Department of Labor’s Occupational Safety and Health Administration (OSHA) to launch a national program to focus OSHA enforcement efforts related to COVID-19 on violations that put the largest number of workers at serious risk, and to enforce OSHA’s anti-retaliation mandates.
Nevada OSHA, operating as an approved state enforcement program, is implementing the provisions of the national program throughout the state of Nevada to supplement the agency’s existing COVID-19 mitigation and enforcement efforts.
The adoption of this new program will guide the agency’s continuing COVID-19 compliance efforts within industries identified through national and state data as being at increased risk for COVID-19 exposure in the workplace. High-hazard industries identified in the emphasis program include: healthcare, construction, food and agriculture, energy, transportation and logistics, manufacturing and gaming. The program will permit Nevada OSHA to realign inspection resources in a manner that will protect the largest number of workers likely to be exposed to COVID-19 based on their job duties, which will in turn reduce the number of unplanned visits conducted in low-risk industries. Nevada OSHA will also continue to respond to complaints of workplace health and safety concerns from any industry.

A large portion of our mission statement is to educate Facility Managers. I want to keep everyone up to speed on potential Nevada laws that can affect us if they are passed.
Another bill was introduced two weeks ago now in the Nevada Assembly, on 3/15 and then went to committee on 3/16. It is AB280 and would require any public buildings constructed after October 2021 with a single-stall restroom to make the single-stall restroom as inclusive and accessible as possible for: a parent/guardian with a child; a person with a disability; a person of any gender identity. It also would require the signage/placarding outside the room to say either "All-Gender Bathroom” or “All-Accessible Bathroom”. I am told that there has already been a little leniency noted in introduction that the word “bathroom” could be replaced with “restroom”.
Again, this bill just went to committee, but it may warrant understanding it if the committee work sessions it, committee passes it and it goes to the assembly floor for a vote. If so, it could go to the Senate and become a law we must all comply with.

AB 383 was introduced last Tuesday 3/23 in the Nevada Assembly. It opens NRS 701 - Energy Policy and pertains to the adoption of standards for energy efficiency appliances - prohibiting the sales, lease OR installation of any appliances that are not in compliance. The installation portion is very solidly written to exclude any contractor from installing appliances obtained from out of state that are not in compliance.
It mentions many commercial kitchen appliances such as stoves, commercial coolers and dishwashers. It also mentions other electronic systems including computers, monitors, electric vehicle charging stations, etc.
The bill addresses items a lot of Nevada facility managers have or use, but wouldn't require us to get rid of any of our equipment - just to buy the appropriately rated items moving forward.
I feel that this bill is very important for FMs in Nevada to know and to understand. Even if you do not have equipment currently that qualifies, you may move into a job that does.
This bill has just been introduced and is now in committee (as of 3/25/21), but a vote is likely in the future when it could become law.

Subject: New Electronic Plan Review System ePermitHub
On March 8, 2021, Building & Fire Prevention will be transitioning to a new electronic plan review system called ePermitHub, which we believe will provide a better customer service experience. To accommodate the transition to the new system, the Citizen Access Portal will be unavailable beginning at 5:00 p.m. on Thursday, March 4, through 7:00 a.m. on Monday, March 8, 2021.
Beginning at 7:01 a.m. on Monday, March 8, 2021, all new permit applications must be submitted through the Citizen Access Portal using the new ePermitHub PLAN ROOM button. In addition, applications that were submitted prior to March 8, 2021, but that were not yet accepted by Building & Fire Prevention (i.e. not yet "In Review" status), will be converted to the new ePermitHub PLAN ROOM by our department. However, any plans that were already submitted and "In Review" status prior to March 8th will continue to be processed through Citizen Access using the existing EDR attachment process.

The Board of Engineers and & Land Surveyors recently published an Electronic Submittal Digital Signature Guide (Guide), dated October 2020. A copy of the guide is attached.
Effective March 8, 2021 the Clark County Department of Building & Fire Prevention will only be accepting digital signatures on engineered plans and documents in accordance with the guide. Scanned copies of wet sealed paper documents will no longer be accepted.
